A 34-year-old man was shot by police on Sunday after officers discovered his parents, the former McKinney City Manager, Leonard Frank Ragan and his wife, Jackie, dead inside their home during a welfare check, the current city manager confirmed to CBS News Texas.
McKinney police were called to the home in the 5300 block of Dunster Drive for a welfare check just before 10 a.m. after family members reported not hearing from the residents for several days. Responding officers entered through the back door and found two homicide victims in the living room, Leonard Frank Ragan, 73, and Jackie Ragan, 72, the report states.
