Former Marion inmate asking to pay $16,000 in jail fees by volunteering at faith-based shelter that saved his life

A graduate of a local recovery program is asking Marion County officials to convert a civil restitution lien of more than $16,000 into community service, citing his commitment to volunteering and helping others at the same faith-based recovery shelter that helped him.

The Marion County Board of County Commissioners is scheduled to review the request from Herbert Lacy Richardson during its regular meeting on Tuesday, January 6.

Richardson, who contacted the Marion County Attorney’s Office on Nov. 24, 2025, is seeking relief from “Cost of Incarceration” liens totaling $16,413.24. The debt stems from at least ten separate cases that Richardson incurred between 2010 and 2023, resulting in a principal judgment amount of $10,800.00 and $5,613.24 in accrued interest…
