PHOENIX (3TV/CBS 5) – Four people have been arrested after allegedly stealing thousands of dollars of products from beauty and cosmetic stores across the Valley. On Tuesday, Phoenix police released a video showing the alleged thieves using a baby stroller to steal products from multiple Ulta Beauty stores. Surveillance video shows the suspects walking around the stores with shopping baskets, dumping items from the basket into a bag, and placing the bag into the stroller.
