PHOENIX — The Phoenix City Council approved a new ordinance giving police expanded authority to enforce rules at city parks, a move supporters say will improve public safety but critics argue will disproportionately target people experiencing homelessness.
The ordinance was approved Wednesday night, the same evening the council passed a separate measure banning certain medical treatment at city parks. City leaders said the new enforcement policy is intended to make parks safer for families and children.
