Competition has cooled off dramatically in Phoenix and parts of Atlanta, but many buyers are waiting for more improvement before getting into the market. Homes are getting more affordable in some of the most populous counties that are up for grabs in the presidential race. But the improvements are incremental and may not yet register with most residents before they cast their ballots.
