$1 million cash bonds set for both suspects in 2023 Green Bay murder

GREEN BAY (WLUK) — The two men allegedly involved in a fatal shooting on Green Bay’s west side in 2023 made their first appearances in court Tuesday.

Christian Rivera-Pica, 41, and Joel Pagan-Garcia, 40, were arrested Monday in connection with the death of 30-year-old Carlos Otero-Aviles.

The shooting happened Nov. 3, 2023, in the parking lot of an apartment complex in the 1700 block of Western Avenue. Witnesses said the incident took place during a party. No one else was injured.

Brown County Court Commissioner Kate Zuidmulder ruled probable cause exists for the recommended charges of first-degree intentional homicide, party to a crime. She set cash bonds of $1 million for both Rivera-Pica and Pagan-Garcia, per the request of Assistant District Attorney Bryant Dorsey…
