A second man has been charged in connection to a 2023 Green Bay murder.
The Green Bay Police Department has said that 40-year-old Joel Pagan-Garcia has been officially charged with one count of being a Party to the Crime of First-Degree Intentional Homicide with the Use of a Dangerous Weapon for the fatal shooting that took place on November 3rd, 2023.
The fatal shooting claimed the life of 30-year-old Carlos Otero-Aviles of Green Bay. Pagan-Garcia joins fellow Green Bay native, 41-year-old Christian Rivera-Pica, who was given the same charge in Brown County one day earlier…
