MANITOWOC COUNTY, Wis. (WFRV) – Three men from San Antonio, Texas were arrested this week after investigators seized roughly 20 pounds of cocaine in Manitowoc County.
According to the Manitowoc County Sheriff’s Office, Arturo Vara, Juan Villarreal, and Herbart Harrison were taken into custody on October 1 following a month-long investigation by the Manitowoc County Metro Drug Unit and the Drug Enforcement Administration (DEA) in Green Bay.
Investigators say the three were involved in transporting cocaine from Texas to Wisconsin for distribution. During the operation, authorities coordinated a shipment of eight kilograms of cocaine to Manitowoc County and confirmed the men’s arrival before making the arrests.

In addition to the cocaine, officers found methamphetamine and a stolen firearm. Vara, Villarreal, and Harrison are being held in the Manitowoc County Jail on charges of conspiracy to distribute cocaine as repeat offenders. Vara also faces a meth possession charge, and Harrison is charged with possession of a firearm by a felon.
At their October 2 bail hearings, Villarreal and Harrison were each given a $750,000 cash bail, while Vara’s bail was set at $500,000…
