Four people from Illinois and Kentucky pleaded guilty in federal court to conspiring to distribute large amounts of cocaine in the Green Bay area.
Sanjuana Montenegro Ochoa, Ruben Salgado-Espinoza and Pablo Sifuentes Navarro, all of Rockford, Illinois, each pleaded guilty Dec. 5 to conspiring to distribute more than 5 kilograms of cocaine in Green Bay. Salgado-Espinoza also pleaded guilty to illegally reentering the country after being deported.
