Green Bay stands out among its Wisconsin peers in that it’s possible, for example, a business owner could owe the city years’ worth of property taxes, still renew their liquor license to keep open the bar they own in the building they’ve been running afoul of on taxes, and there would be nothing for the city to do but hand the license over.
The city is looking to make that chance an impossibility.
