Attorney Heather Richmond withdraws from representing Green Bay homicide suspect

GREEN BAY, Wis. (WBAY) – Attorney Heather Richmond will no longer serve as attorney for Christian Rivera-Pica, one of two men charged in a Green Bay homicide.

Christian Rivera-Pica and Joel Pagan-Garcia are charged in a homicide from 2023.

Rivera-Pica faces two charges in the death of 30-year-old Carlos Otero-Aviles, who was shot and killed at an apartment complex on Western Avenue. Pagan-Garcia faces a charge of First-Degree Intentional Homicide with Party to a Crime and Use of a Dangerous Weapon modifiers.

Witnesses say Otero-Aviles was attending a child’s birthday party when he was shot in the parking lot of an apartment complex in the 1700 block of Western Avenue. Rivera-Pica’s charges indicate he was involved but did not pull the trigger…
