North Carolina disaster preparedness expert gives tips after flash floods

(WGHP) — Jim Starlin spent years as a firefighter and paramedic and served as an emergency preparedness coordinator at Duke University.

“If you’re not ready when it happens, it’s too late,” Starlin said.
