The recent death of a homeless man in Burlington has prompted the city to roll out a new permitting process for churches and organizations that want to provide temporary shelter for people with no fixed abode.
Last week, city manager Bob Patterson briefed Burlington’s city council on the city’s new regulations for so-called “white flag” shelters, which serve as seasonal refuges for people who ordinarily live on the street.
