GREENSBORO, N.C. — For nearly a decade, Jack Wheeler followed the same routine when it came time to renew his vehicle registration.
Since 2015, Wheeler has registered his 2008 Cadillac in North Carolina, typically getting the car inspected months before the registration expired.
