Community, city leaders roll out master plan for ‘disadvantaged’ Upstate neighborhood

GREENVILLE, S.C. (WSPA) – Community leaders in Greenville are working on plans they said will completely transform a neighborhood that has been disadvantaged for decades.

Pastor Stacey Mills of Mountain View Baptist Church is leading the transformative effort in Newtown, a historically black neighborhood just outside of downtown Greenville. Mills told 7NEWS 91 acres of land will be revitalized as part of the Newtown master plan.

“It’s important when we think about the Greenville 2040 plan,” Mills explained. “There’s a demographic that is identified as decreasing. And that’s in the black community; black talent, folks who are growing up in Greenville, going away to college and finding opportunities elsewhere. We want to say Greenville is an opportunity place as well.”…
