Two leaders of the Harrisburg police department were officially promoted Thursday after the retirement of one of the department’s longest-serving officers. Capt. Kenny Young was sworn in as deputy chief of the Harrisburg Bureau of Police during a Thursday afternoon ceremony in the Harrisburg City Hall atrium. Lt. Tom McGarrity was also promoted to captain.
