Shyanna “Shy” Starr Ballard McNeil, 24, originally of Philadelphia most recently of Steelton, was driving a red Dodge Caliber west on PA 283 when he (McNeil was born female but identifies as male according to the criminal complaint and his social media) was stopped by police near mile marker 1.4 in Swatara Township, according to the affidavit of probable cause.
At 9:12 a.m. on Jan. 24, Pennsylvania State Police Trooper Matthew Condrad, “in full uniform, and operating a marked patrol,” as stated in the affidavit, noticed a suspended registration on the vehicle and learned McNeil’s insurance had been canceled, but it was when the trooper ran his Pennsylvania Driver’s License that Trooper Condrad learned he was a wanted in Montgomery County.
A previous court docket shows McNeil is wanted on two felony counts of endangering the welfare of children and then failing to appear for the court date.
Trooper Condrad turned on his lights and sirens for a traffic stop but he “immediately began to flee from police, traveling south on S Eisenhower Blvd. During the pursuit, MNeil drove into oncoming traffic In the wrong lane and traveled at speeds near 100 mph, showing total disregard for the safety of other individuals in the area and on the roadway,” as stated in the affidavit.
