(WHTM) – Governor Josh Shapiro will give his second budget address next Tuesday. It will not be in the house chamber because of construction to fix a leaky roof.
But most in Harrisburg are less concerned about where he’ll stand in the building than where he’ll stand on spending. Despite a record surplus and rainy day fund, many worry the state’s financial future is leaky.
The chairs are set in the Capitol Rotunda and Shapiro is set to be the first governor to deliver a budget address in this space.

Marc Stier, Executive Director of the PA Policy Center said, “We’re hearing that’s going to be a lot of good things.”
Stier is excited Shapiro has signaled more money for higher education and mass transit and lots more for public schools.
“First of all, let’s talk about why we need more money. Pennsylvania’s falling behind. It’s falling behind every state in our region,” said Stier.
