CARLISLE, Pa. — An inmate at Cumberland County Prison has been charged with institutional vandalism after police say he used an orthopedic medical boot to break two windows in a holding cell.
John Davis Manning, 34, of Indiana County, was charged on June 30 following an investigation by Middlesex Township Police, who claim he removed the orthopedic boot from his foot and used it to strike at the windows of his holding cell, shattering two of them.
