YORK COUNTY, Pa. — The York County SPCA is reversing a controversial policy that limited who could bring stray dogs to its shelter.
The policy, which took effect in July 2024, allowed only police officers, dog wardens, or animal control officers to transport stray dogs to the SPCA. Residents were not permitted to drop off stray animals themselves — a decision the agency said was made out of concern for public safety.
