6 charged with SNAP fraud linked to Dauphin County convenience store

DAUPHIN COUNTY, Pa. (WHP) — Six individuals have been charged in connection with a reported SNAP fraud investigation totaling nearly $1 million at a Dauphin County convenience store, according to court documents.

Wilson Garcia-Mateo, Rafael Powell, and Beatriz Acosta were employees of Solanyi Ramos, who an affidavit identified as the owner of Quick Stop Convenience Store on Lincoln Street in Steelton.

On Sept. 19, 2023, law enforcement received a complaint from a loss prevention manager at an area Karns Food Store in Mechanicsburg who claimed that a woman was involved in a scheme to use her electronic benefits transfer (EBT) benefits to get cash for food item returns, court documents show. The report showed three back-to-back “high dollar” transactions totaling $507.98 at the aforementioned Quick Stop, leading to an investigation being launched…
