Harrisburg’s parking rates continue to soar, yet city isn’t getting its expected cashflow

Harrisburg projected it would receive $3 million in yearly revenue when it sold its parking assets in 2013. But the city has gotten none of that money in the last five years, even as costs for drivers climb higher and higher.
