LEBANON COUNTY, Pa. — A wanted Philadelphia man was arrested by police in Lebanon County for his role in an alleged home improvement fraud scheme in Dauphin County.
According to the Lebanon County Regional Police Department, Scott Miller, 34, was arrested and charged with home improvement fraud, deceptive business practices and theft by deception.
The charges stem from a May 30, 2025, incident where he allegedly agreed to work at the victim’s house. Miller, who went by the name “Dave White,” represented Elite Concrete Solutions and signed two contracts promising to work on a home in Lykens, according to State Police…
