YORK COUNTY, Pa. (WHTM) — A local veterinarian and two members of his staff face charges after an investigation into controlled substances prescribed for pets was allegedly diverted for the vet’s personal use.
Felony charges were filed Monday against 42-year-old John Ludwig, of Maryland, who practiced at Heston Veterinary Medical Center in Red Lion, according to the Attorney General’s office. He is accused of obtaining more than 7,000 Oxycodone tablets from pharmacies and using his staff to pick up the medicine.
Also charged are veterinary technicians 33-year-old Evan Schmitz, of York, and 55-year-old Jennifer Paul, of Windsor, according to court records.

“The investigation revealed that Dr. Ludwig solicited staff and patients to fill fraudulent prescriptions written by Dr. Ludwig for their pets,” the charging investigator wrote in the Grand Jury presentment. “The animals were not in need of the controlled substances prescribed by Dr. Ludwig. Rather, the pet owners filled the fraudulent prescriptions and provided them to Dr. Ludwig for his own personal use.”…
