CUMBERLAND COUNTY, Pa. (WHP) — Police have filed animal cruelty charges against a Carlisle woman after they say a dog in her care was found to be severely neglected.
The Carlisle Police Department was alerted to the situation on Jan. 11 by the dog’s previous owner. The previous owner told police they had recently moved out of their Carlisle apartment and left their dog in the care of Ashlyn Stevens, 23, of Carlisle.
