State revokes license of Dauphin County youth shelter; operator files appeals

DAUPHIN COUNTY, Pa. — Pennsylvania’s Department of Human Services (Pa. DHS) has revoked the license of a Dauphin County juvenile shelter and ordered all children removed, citing what the agency calls serious safety violations.

The facility, Leading Youth for Excellence — known as LYFE — is located at 911 Gibson Boulevard in Swatara Township. It was formerly known as the Schaffner Youth Center.

According to an emergency removal order issued by the Department of Human Services’ Office of Children, Youth and Families, complaint investigations conducted in recent weeks found what the department described as “gross incompetence, negligence and misconduct” at the private facility…
