Prosecutors have withdrawn felony theft charges against Carroll Township Supervisor Kirby Kitner, citing issues with the evidence that emerged as the case progressed.
In a statement, Perry County District Attorney Clay Merris said the Pennsylvania State Police conducted the investigation, but issues later emerged about the “strength and reliability” of certain witness testimonies.
