The California Department of Justice cleared police from Fremont and Newark of wrongdoing in the killing of a man who was carrying a toy gun.
Elmer Osiel Lopez Castaneda and another man in a stolen vehicle were confronted by detectives from the two cities on April 13, 2023, and told to put their hands up and surrender, the Justice Department said Friday.
