Claim alleges Contra Costa officials allowed therapist to assault child

Contra Costa County failed to protect a teenager from a county therapist accused of grooming and sexually abusing him beginning when he was 14, according to a tort claim filed Monday by civil rights attorney John Burris.

The claim names Contra Costa County, Contra Costa Health, the county’s probation and behavioral health agencies and other entities involved in the teenager’s care. It alleges they “failed to allocate the resources, staff, and management controls” needed to protect him and others from sexual abuse.

The filing — a precursor to a lawsuit — accuses the agencies of negligent hiring, supervision, retention and failing to “investigate red flags.” State-mandated reports about suspected misconduct were not made, the filing alleges…
