SAN LEANDRO, CALIF. — An investigation by an independent law firm has found that San Leandro Councilmembers Vice-Mayor Fred Simon and Councilmember Victor Aguilar, Jr. interfered with the administrative responsibilities of former City Manager Fran Robustelli, violating the City’s Charter.
Following these findings, the San Leandro City Council voted 4-1 on November 4, 2024, to initiate a censure hearing against Simon and Aguilar to consider disciplinary action. Councilmembers who supported the hearing include Mayor Juan González and Councilmembers Ballew, Bowen, and Viveros-Walton. The hearing is scheduled for November 18, 2024, under the City’s “City Council Internal Discipline Policy.”
The investigation, conducted by Botterud Law Workplace Investigations, was launched in May 2024 after Robustelli filed a complaint against Simon, alleging interference with her responsibilities. The investigation expanded to include Aguilar, with findings substantiating most of Robustelli’s claims.
