Clipper 2.0, a much-anticipated upgrade to the Bay Area’s transit fare-paying platform, is a “hot mess.”

That’s the verdict from Denis Mulligan, general manager and CEO of the Golden Gate Bridge Highway and Transportation District, and a member of the Clipper executive board.
