On Tuesday, the Contra Costa County Board of Supervisors voted to remove Measure X funds from a housing project in the Town of Discovery Bay.
The Harbor Pointe Affordable Housing project ranked 5th out of 10 projects and if approved, the county would have provided up to $1,765,722 in FY 2026/27 Measure X funds, $413,438 in FY 2026/27 Summer Lake Affordable Housing (SLAH) funds, and $216,295 in FY 2026/27 In-Lieu funds if TBV Villas at Renaissance’s $2,496,750 FY 2025/26 Measure X Funding award is recaptured.
The project is located at 1700 Discovery Bay Blvd where USA Properties Fund, Inc. is proposing to construct 170 affordable rental apartment units (168 affordable units and two manager’s units) for families on a 6.03-acre vacant parcel adjacent to the Discovery Bay Shopping Center in the unincorporated community of Discovery Bay.
