Judge Orders Teen Accused of Killing Stepsister to Stay in Jail Over Safety Fears

A federal judge in Florida has ordered that Timothy Hudson, the 16-year-old stepbrother accused of raping and murdering 18-year-old Anna Kepner on a family cruise, remain in custody pending his trial. This decision reverses an earlier ruling that permitted Hudson to live with an uncle while awaiting trial for the November 7, 2025, killing aboard the Carnival Horizon cruise ship.

U.S. District Judge Edwin Torres expressed deep concern over Hudson’s “level of depravity and psychopathy,” warning that the suspect poses a significant danger to himself and others and could “snap at any time.” The judge emphasized that no curfew, monitoring, or custodial placement would sufficiently contain this risk.

Hudson faces charges of first-degree murder and aggravated sexual abuse, to which he has pleaded not guilty. In his June 10 court order, Judge Torres highlighted the strength of the evidence, particularly regarding the sexual assault, describing the government’s case as “beyond clear and convincing.” He noted Hudson’s apparent lack of remorse and the serious concerns it raises about his potential for future violence despite the efforts of his caretakers.

Anna Kepner was found dead on November 7, 2025, just a day before the cruise ship was scheduled to dock in Miami. Investigators discovered her body concealed under a bed in a cabin she shared with two other teens, including Hudson. The body bore marks on the neck, suggesting she had been restrained.

Chris Kepner, Anna’s father and Hudson’s stepfather, issued a statement saying, “justice needs to be served,” and expressed support for Hudson remaining in custody, adding, “that is where the family stands.”

According to the indictment, Hudson was allegedly obsessed with his stepsister and forced her to engage in a sexual act. The case continues to unfold as the community awaits further legal proceedings.
