Man Pleads Guilty to Shooting 3-Year-Old Girl After Fireworks Celebration

A Washington, D.C. man has admitted to fatally shooting a 3-year-old girl in a random attack on a parked vehicle.

Honesty Cheadle and her family were sitting in their car on the 1000 block of 14th Street Southeast in the early hours of July 5, 2025, when she was struck in the head by gunfire. According to the U.S. Attorney’s Office, Honesty had just returned from Independence Day celebrations, including fireworks and cookouts with her family.

Charles Rucker, 25, opened fire on the vehicle without any known motive, law enforcement officials said. Surveillance footage captured Rucker leaving his apartment carrying a handgun before he approached the area and fired multiple shots toward the parked car.

Following the shooting, Rucker attempted to remove evidence from the scene before returning to his home. Police arrived around 3 a.m. and found Honesty critically wounded. Despite efforts to save her, she passed away two days later.

Authorities struggled to locate Rucker initially but arrested him on July 12. He has since pleaded guilty to first-degree murder while armed. As part of a plea agreement, Rucker faces a 35-year prison sentence and is scheduled to be sentenced on December 14.

Honesty’s aunt, Tamika Butler, expressed frustration over the length of the proposed sentence. “He confessed that he did it, so God is pleased with that,” she said.

“The 35 years? That really is not enough.”

To support the family during this tragic time, Tamika Butler launched a GoFundMe campaign, describing the loss as “every family’s worst nightmare.” She wrote, “Honesty was only 3 years old-full of light, personality, and so much promise. She was innocent and deserved a lifetime of love, joy, and safety.”

The fundraiser has raised over $10,000 to help cover expenses related to the funeral and support the family as they cope with their grief.
