These tactics include offering access to global markets and supply chains, effectively bypassing Russia.

The report also contends that even Russia’s allies have benefited from the sanctions. Russian businesses have been displaced, and allies have gained control over trade routes while demanding higher commissions for the risks associated with violating sanctions.

The document advises a long-term strategy for dealing with Central Asian allies, emphasizing shared history while acknowledging that a Russian victory in Ukraine won’t necessarily alleviate Western pressure. It cautions that close ties with Russia could become a liability for these nations.

Finally, the report warns of Russia’s current vulnerability, noting that Central Asian countries are seeking integration without Russia. It suggests these nations are shifting their perspectives, even re-evaluating their shared history, with actions like promoting English language learning.
