Harry Dunn, a former Capitol Police officer, and Daniel Hodges, a current officer with the DC Metropolitan Police, argue that the fund violates constitutional and federal law because no statute authorizes its creation. Their suit seeks to halt the fund’s operation, citing concerns that it encourages extremist groups and exacerbates threats against law enforcement and others.
