Complaints involving former chiefs, use-of-force allegations and civil rights matters were found tainted by false assertions, excluded sworn testimony and witnesses who were not interviewed to the detriment of fair and unbiased internal police investigations.
“So, where was I to go? I couldn’t go to Internal Affairs,” Sergent Anthony Sclafani testified. “I spoke to, you know, multiple people about what was going on, couldn’t go to the chief, couldn’t go to the city manager. There was nowhere I could go. So, I handled it the best way I could through my attorney. Through the EEOC.”
