Proposed fare hikes for 2025 include $10 and $5 increases for adult and youth monthly passes — adult annual passes are also expected to rise $110.

Fares were last raised in 2022, which Department of Transportation Services director Roger Morton admitted might seem recent.

“My philosophy is that rate increases should be frequent and small, rather than infrequent and large,” he said.

Advocates for accountable government said the hikes would not be needed if Rail had the numbers that officials hoped for when Segment One opened.

“If very few people ride the rail, then it’s more expensive to run and they have to raise fares. And that’s exactly what’s going on right now,” said Grassroot Institute of Hawaii executive vice president Joe Kent.
