Bargaining agreement ‘unanimously’ approved; HPD to receive 27% increase in compensation

HONOLULU (KHON2) — On Nov. 4, the Honolulu City Council unanimously approved a new resolution which authorized a new collective bargaining agreement–granting a 27% compensation increase for Honolulu Police Department officers through 2029.

“This agreement honors the commitment of our officers while addressing one of HPD’s most pressing challenges–recruitment and retention,” said Council Chair Tommy Waters. “By ensuring fair pay and stable benefits, we are investing in a safer future for everyone who calls Honolulu home.”

Resolution 25-284, negotiated by the State of Hawaiʻi Organization of Police Officers and passed during the council’s hearing, addressed a major issue for Honolulu Police Department: “strengthening recruitment and retention amid ongoing staffing challenges.”

Officers will receive a “5% across-the-board raise” each year through 2029 under the new agreement, HPD said in a press release.

Additionally, officials said a one-time $1,800 retention bonus will be given in 2026 with continued employer contributions, including 60% coverage for health premiums and 100% life insurance coverage…
