Honolulu City Council Approves 27% Pay Raise for Police Officers to Boost HPD Recruitment and Retention

The Honolulu City Council has approved a new collective bargaining agreement for police officers, which will increase officer pay by 27% through 2029. Council Chair Tommy Waters said, “This agreement honors the commitment of our officers while addressing one of HPD’s most pressing challenges–recruitment and retention,” according to KHON2.

The City of Honolulu has approved resolution 25-284, which was passed unanimously, providing police officers with a 5% raise each year. The agreement also includes a one-time $1,800 retention bonus in 2026 and continued employer contributions for health and life insurance. Negotiated by the State of Hawai‘i Organization of Police Officers, the contract is intended to help maintain staffing levels and attract new recruits.
