Honolulu City Council agrees to settlement of 16-year-old boy shot dead by police

HONOLULU (Island News) — The Honolulu City Council signed off on a settlement on Wednesday with the family of Iremamber Sykap, the 16 year-old boy killed by Honolulu police officers in 2021.

On April 5, 2021, police were in pursuit of Sykap and other suspects during a high-speed car chase. It ended with shots fired near the intersection of Kalakaua Avenue and Philip Street in the McCully area. Sykap was killed at the scene.

The city entered into a settlement with his family, all it needed was approval by the city council. Council Chair Tommy Waters voted yes to the agreement on Nov. 19, 2025, but with reservations…
