DHHL Seeks Federal Funds for Papākolea Home Replacement Project; Public Comments Open Until November 30

The Department of Hawaiian Home Lands (DHHL) plans to request federal funds for a housing project in Papākolea, Honolulu, on Oʻahu. The project is called ‘2353 Kaululā‘au Street, Single Family Home Rehabilitation.’ It aims to provide a safe home for a Native Hawaiian family. DHHL expects to submit the funding request to the U.S. Department of Housing and Urban Development (HUD) around December 1, 2025.

The project will demolish an existing 776 square foot single-family home. Officials say the current home is unsafe and cannot be repaired. A new single-family home, about 1,500 square feet, will be built on the same lot, identified as TMK (1) 2-5-022:019. The new home will offer more space and updated features. The project also includes reviewing and upgrading infrastructure. This may involve work on utility lines and drainage to meet county standards.

The estimated cost is about $500,000. Funding will come from the Native Hawaiian Housing Block Grant under the Native American Housing Assistance and Self Determination Act (NAHASDA). The planned activities are excluded from the National Environmental Policy Act (NEPA) review, according to HUD rules.
