Four siblings charged under new law for promoting gambling

HONOLULU (KHON2) — The Honolulu Prosecutor charged four property owners with ‘Promotion of Gambling’ in the Second Degree.

Prosecutors said Amelia, Gifford, Hubert and Kelfred Chang were all charged with the Promotion of Gambling, making them the first property owners to be charged under Act 249.

Act 249 is a law designed to hold property owners accountable if they allow illegal gambling establishments to continue to operate on their property.

Each defendant was charged with four counts of Promotion of Gambling in the Second Degree. Prosecutors said that they each pleaded not guilty and they were released on $20,000 bail…
