HONOLULU (KHON2) — Heavy rain persisted across Oʻahu as waters surged in streams and flooded streets on March 23, in the wake of the second Kona low in two weeks.
At 1:27 p.m., a flash flood warning was issued for Honolulu by an HNL alert.

HNL alerts observed flooding at multiple locations in Manoa, including:
- East Manoa Road along the following intersections:
- Lowery Avenue, Akaka Place and Oahu Avenue, as of 2:20 p.m.
- Oahu Avenue along the following intersections:
- University Avenue, East Manoa Road, and Rainbow Drive, as of 2:22 p.m.
In Kahaluʻu, Honolulu Police Department closed Kamehameha Highway from Wailehua Rd. to Waikane Store due to the water level rising and debris on roadway, as of 1:08 p.m.
Honolulu police warned the public to avoid these areas.
