4 men accused in Houston-area ‘clean scanning’ vehicle inspection scheme

Four men are accused of carrying out a Houston-area “clean scanning” scheme that investigators with the Texas Department of Safety say falsified about 24,000 vehicle inspection records over a month in May.

Investigators say “clean scanning” allows vehicles to receive fraudulent passing emissions inspection reports by using inspection equipment outside its registered station or on vehicles that were never properly tested. Court records allege the operation produced about 24,000 false inspection records valued at between $1.2 million and $2.4 million.
