A 16-year-old boy was cuffed in Harris County after deputies say he flashed a handgun during a heated exchange, according to law enforcement officials. Deputies from Constable Mark Herman’s Office arrived on the scene at the 100 block of E Richey Road on February 11, following a call about a disturbance. Upon their arrival, they made contact with the young male involved, the source of the commotion.
