HOUSTON, Texas — Deputies from Constable Mark Herman’s Office arrested a man for his second driving while intoxicated charge following a traffic stop on January 9, 2024. The suspect, identified as Christian Villatoro, exhibited multiple signs of intoxication during the stop.
