HOUSTON — An effort by the Houston Police Department to crack down on bars and clubs that receive frequent noise complaints from nearby residents has led to early signs of progress.
Residents who live near Washington Avenue in The Heights or Rice Military neighborhoods told KHOU 11 News the issue of alleged noise ordinance violations is a common occurrence.
