An investigation into a Houston bail bondsman’s business practices started with an inquiry into how gang members were getting out of the Harris County Jail, a Houston Police Department sergeant said Monday.
Sgt. Anthony Turner’s testimony came on the first day of a bench trial of three people charged by the Department of Justice over allegations of corrupting the county’s bond system.
