HOUSTON — Houston police have identified the victim found stabbed to death near the Katy Freeway in the Heights on Tuesday morning.
They say 16-year-old Franklin Torres-Concho was known to hang out on Shepherd Drive, Yale Street, West 11th Street and Washington Avenue.
